Title: 3 Hoop vase

Hello ,
         this three hoop vase is amber cased with a white interior , making it look a coffee creme colour . It has a ground rim and a flat ' wrinkly ' base . Its is 20 cms high . Does anyone recognise the maker please ? Thank you
