Title: Vaseline Opalescent Bowl, English, Bohemian

I'm trying to identify this bowl with a vaseline opalescent body, opaque pink bottom, and applied vaseline handles.  There is an embossed meander pattern and a polished pontil.  First guess is English, somebody like Webb or Richardsons, but I'd like a solid attribution if possible.
