Probably datesd from 1930-50's. Flensburg is on the German/Danish border.

Hi Frank
Flensburg is a curious town, located on the Baltic sea, if you pass through the town, and thru passport control it seems to continue on the Danish side of the German border. Did Flensburg have a glass works? this looks to me like a municipal piece rather than a tourist piece. It may well have been made across the border. Kev

In the winter the sea would freeze over and you could walk over to Denmark. But this lump could have easily been made in Bohemia or Denmark too.
