Title: Satin glass vase - hand painted Dutch scene

This satin glass vase has me flummoxed as I haven't seen anything similar before.  Opinions as to age origin and what the heck it is called are much appreciated.  It needs the rust cleaned off the inside, but I thought I find out what it is before I go to all that work.   It is 9" tall.  The top rim is cut, as there are noticeable differences in the scallops.  The base is ground and polished.  The design is completely hand painted - not a decal or highlighted transfer but all hand painted.  The sun (or moon) is even painted on the inside to give depth to the painting.  It certainly doesn't look to be the work of a home hobbyist.  Any ideas?  Thanks for looking.

After a lot of looking around, I'm beginning to think the scene might be French.  I found some painted landscapes by LeGras, but nothing with this type of scene.  Any other French makers come to anyone's mind?
