Title: Beautiful Cloudy Blue vase with Red stripe

On my quest to catalogue my collection I'm again on the scrounge for help in identifying this 28cm tall vase. My Gut feeling tells me it may be Italian but I really do not know.
I've attached a pic of the signature there is also a number 1999 which I'm guessing is the date. Also point to note is that the pontil is just as it was broken away unpolished.

Don't recognise the piece but does the signature say Della Tinsley?
