I have a theory but I'd be interested to know what others think first. A moulded greyish glass octagonal bottle thingy mounted in chromed metal. When, where and who would be good if anyone knows as well please

Possibly an lady's oiler, the base plate should be slightly flexible. They came with sewing machines. Late 19th to 1930s

The metal base only flexes because the weld/solder is coming apart. The glass is only open at the top, not the base. I should have said it is 10.75 inches (just over 27 cm) tall

moroccan rose water sprinkler i think.

Looks a bit like the instrument the doctor's nurse used to wash the wax out of my ear :ac1: but maybe an older version. :chky:

The tip of the top (the top tip, you might say) looks like something you'd fit a rubber tube or hose onto.

There's no way to exert any pressure. It is just a bottle in a stand with a long spout that screws off. I'm not sure about the rose water sprinkler, possibly but not Moroccan, its got an A on the bottom

A lot of French decorating/finishing companies had factories in Morocco and usually marked in the French manner.

I've had a ball shaped metal one with exactly the same spout, and that was Moroccan.

How do you fill it?
i like the oil idea, maybe for a new fangled Bicycling machine?

It unscrews, see picture. I put some water in it and it poured rather than dripped or sprinkled. My initial thought was that it was a cigar lighter - a fine wick into a flammable liquid. Light it at your fireplace, then light your cigar...
