Title: white and gold painted vase.....and ideas pls?

this vase is painted with a thick white encrusting paint and then gold which is flat...the vase is of rather thin glass and certainly is mould blown with a plain base. the mouth rim is polished.
and ideas pls....maybe this is one of those early czech designs..
