Any idea of the origin of this piece,

I thought it was possibly Caithness, but then had doubts

made in malta, can't think of the name , i know it start's with the letter P

Phoenician !!   beggar me, that was the 1st thing i thought when i got it
then as i do over complicated my is it/isnt it and got it all wrong.

with the base scratches i'm guessing 80's,
