Not OE, it is from Riesengebirge (Bohemia), ca 1840-60'ies.

The lions are not lions but figures from the Italian comedia del arte.

The blue/white cushion is very typical of Riesengebirge paperweights.

This type of paperweight is well covered in Sibylle Jargstorf's book Paperweights.
