Hi
The design looks rather like the Indian 3 flower spatter pattern weights, but the taller shape and subtlety of colour is not like the Indian weights. I think the frit and ice-pick technique for these flower designs has been used in many places.

Japanese, perhaps? The higher dome doesn't fit the typical look of India's glass paperweight output. I saw some taller paperweights in an antique shop that I thought were Bohemian, but when I looked at them, they turned out to be Japanese thanks to silver and black labels on the bottoms.

Thanks so much, the Japanese have made some great art glass especially in the 1970's, just a pity there are not better records available
