I see why someone might think that this is antique French (http://rover.ebay.com/rover/1/711-53200-19255-0/1?type=2&campid=5335820906&toolid=10001&customid=&ext=260356156835&item=260356156835), but a closer inspection suggest Chinese to me. Or have I got it wrong?

Looks to be modern Chi to me with an improvement on their part on the latticino work

I've never seen a "Chinese" base like this, but perhaps I just haven't seen enough Chinese...
