Title: Red vase with black silouette C1910, need help with maker or any other please:-)

Has English Silver Hallmarks so presume British but no idea of the correct name of this type of vase or maker. Please help with any info:-)

It may not be English glass, metal fittings were often added after export. How are the colour and the silhouette applied? Is it cased glass with external painting or all on the inside?

I've always thought that this type of decoration (Schwarzlot/ black enamel) was Bohemian. We see these regularly in the form of spooners and sugars with either silhouettes of dutch folk scenes (wooden shoes, funny hats, pipes) or 18th century elegance (wigs, wide dresses, tailcoats).
