Title: pretty vase with peg in base.. ID anyone?

i have just bought this vase as it looked interesting but have no idea of its maker,it has a lovely fluted rim and tapers down to a clear base which looks like it has a black peg inside,i have never seen this before,i would appreciate any clues..Lynn

A postscript to the description of the vase is that the peg is not a peg it is just darker glass as the peg was in fact accumulated dirt. lynn

sorry i should have added size..15cm high ..7cm across frilled top.. 6cm across base looks like mould blown and a clear glass base.thanks for looking  lynn
