Maybe Selkirk?  The millefiori 'stones' look very like Peter Holmes' work.

I agree Alan, definitely Peter Holmes' work.   See the examples of canes on page 131 of John Simmons' "Paperweights from Great Britain".

But I'm less sure about it being produced at Selkirk.   There's no enscription on the base, which would be unusual for Selkirk.  Maybe whilst Peter was still at Caithness??

Or from Scottish Borders Art Glass - perhaps with a missing label. Still Peter Holmes' work, though.
