I am new to glass and getting hooked.
The vase below is 45 cm tall and weighs about 1.6kg. It is about 13cm wide. The blue colour is pale at the top and becomes deep blue at the bottom. The white is translucent/pearlescent. The base is clear glass about 1cm thick and it is polished with no marks or obvious stand ring. There is a small smut in the white, which may be a fleck of cigarette ash in the glass. Looking at the base the colours appear to be encased in clear glass. Is this what is meant by "cased" glass?

This piece looks like recent production to me - not sure where from. A good tip if you are new to glass is not just to concentrate on going to antique centres and markets but to go into places selling new glass. Pick it up, turn it over, see how the base is finished and how the top is finished. When you go home compare it to any pieces you have which you know are older. The best way to learn is to handle as much glass as possible.

Cased just means that there is layer of glass on the outside over everything else, i.e., literally what it says. This layer may or may not be clear. The black speck is an impurity, probably a bit of carbon, that has got into the molten glass.
I suspect your vase is very modern production from China, elsewhere in the far East or Eastern Europe. These very large vases are turning up in "antique" centres all over the place in the UK. Some are better than others but all are new and factory produced. It often seems to be a case of never mind the quality, feel the width

Following up Hazel's excellent suggestion, check out TK Maxx in Swansea or their subsidiary Home Sense which has loads of glass both in Art Glass and crystal. I know there is one store in Llanishen Cardiff but not sure if there is one in Swansea. Ikea can also hold some suprises, the glass there may also have a "hand made" sticker and were likely to be of recent Scandinavian origin and are usually cheap. Most in TXMaxx will probably have been made in the Far East or Eastern Europe.

The last time I visited a branch of TKMaxx there was a lot of Czech Beranek glass at very reasonable prices, so worth looking at if that's your area of interest. They also carry a goodly amount of Polish Krosno glass as well as the stuff from the Far East.
