My first instinct was Val St. Lambert or maybe St. Mande when I saw it.

The roses are probably what led to a Clichy attribution, but they are not regular Clichy roses.

Thanks Alexander!
But: what is it really?

Probably VSL, but I'm not well versed enough on VSL, St. Mande etc to be able to say for sure.
I haven't collected enough images of verified VSL's to be able to do a cane match.

Could even be Bohemian.
