Title: Art Glass Napkin Ring! Can anyone ID This for me?

Hi i just bought this at the weekend, can anyone identify it for me, its very heavy, tourquise blue colour, bark markings on the outside and shell scollops on the front it measures about 4-6 inches diameter.
Its a very unusaul beautiful peice of glass.  All help would be appreciated.

Hi thanks for your info but can you be a bit more specific for me, i know that this is a term which describes the manufacturer process, but iam not sure much else.
