Title: How do they make this and what is it for??

It's a globe with a japanese scene inside. Looks like it was made yesterday, however I cannot figure out how they do it and what it is for. It has a hole in the bottom but is too big to go on top of a cane.

... painted on the inside (hence the hole) ?
What's it for ? decoration (if that's your style  ;D)

These are modern Chinese (although there are older ones) and are hand painted with a tiny brush through the hole. It should have a wooden stand
