IMO Czech....  Probably hard to pin down to a specific maker unless someone recognizes the enamel pattern as being house specific....

Is this what is known as 'sessionist' around late 19th early 20th century,as Graig said probably Czech,Keith

This is most likely closer to 1920's - 30's being a much more Deco influenced geometric design than secessionist lines.  If you Google "secessionist vase" and go to images you will see examples of that style of design.

Excuse my spelling,'sessionist' sounds like a part time musician!
