I have always condiered these to be first or second quarter 20th century folk art weights from the Poland or Czechoslovakia area.

I don't disagree with the suggestions above, but it looks to me like a weight from the Alsace-Lorraine area, with the stylised acanthus leaf decor.  Maybe Miesenthal area, near to St Louis?
