Title: Art deco glass? by whom?

I think I would be confident enough to say this glass is 1930-1940's but may be wrong.  Beautiful blue - rough ice feel and pattern with hobnails underneath the base so inverted on the top of the base.  Right or wrong with year?  Also any possible manufacturer please.

I think these are modern italian ice cream cups - possibly by Stiver.
