Title: Cobalt cut to clear tumbler - wheel engraved? and where from??

This is a lovely tumbler, it is a bit more vivid thatn my pics show. Is it cut to clear and is it wheel engraved? Also, where does it come from and approximate age? The base is very flat and polished - I hope you can pick this up in the photo.

My guess, central/eastern Europe. Pretty sure not much age , 1950s earliest, but prob 40 or 50 years later.

eastern Europe is correct -  but much more recent. Probably this century...
