Title: green ashtray with fish picture

Hello all,     I have this green ashtray (non uv reactive) with a nice picture of a fish in the bottom. It would be good to know the maker, but the real question I have about it is what are the two holes in the rim for?  I have put some paper in the holes on one photo to show where the holes are. Also what is the raised lump on the rim for?    Thank you Cheryl.

Two ciggies in the holes
If you want more, provide them yourself.

No idea who produced it, though.
