Title: Victorian? Hand Blown Cased Spatter Vase W/ Applied Flower

I was wondering if anyone has come across a vase this pretty or ugly, depending on your taste?  It is hand blown and triple cased. It stands 11.5" inches tall and 6" inches wide.  I'm not sure if it's American, Czech, or possibly British.  Any information or comment would be appreciated.  Thank you in advance.
