Hello,
I have just bought this in a charity shop.
I know of Thomas Webb glass as I already have a clear bulls eye vase (which I adore) but any info on this decanter would be fantastic.
It has a 3 engraved on the stopper and on outside of the neck, It appears to be on a foot as well.

Could we see a pic' of the base and mark it will help to date it,

Paul — Each stopper was ground into its decanter for a perfect fit, so engraved stopper numbers (or, sometimes, letters) are standard with quality decanters, and tie that particular stopper and its decanter together. You also find them on perfume and cruet bottles, such as here (http://www.glassmessages.com/index.php/topic,22938.0.html).
