Title: Deco? Cut vase with 'doughnut' foot

I wonder if anyone can tell me anything about this strange little vase (5" / 13cm tall) with a 'doughnut' foot?  The base has simple star-cutting underneath, but the 'doughnut' of glass which forms the foot creates the fascinating optical effect.  And the cutting on the sides looks like little wild mushrooms to me!  Rather 'Deco', I thought.  Anyone agree?  Ideas for a maker / cutter?  Thanks.
