Title: UV - Sugar Bowl? Maker/Design?

Hi, I had bought this a while ago and had not posted it yet -- but at least I did find out it Glows.  ;D   

Anyone know the Maker/Design/Age of this item? I only have the sugar bowl (not the creamer) -- so I might like to locate the creamer to make a set once I know what to look for as in name/design.

Quite close to Walther FRANKFURT pattern, however, the rims are different   ::)  Perhaps a later version?  :-\
