That shape is known as a Ship's decanter - the wide base is to prevent it falling over in rough weather.
Are there any marks on the base? How is the base finished?

Is the smooth flat finish polished or from a mould?

I'm afraid I can't help much, but would imagine it's fairly new and possibly Polish.

Yup, save the Booze  -- but let the person fall over the boat in rough weather  ;D
