If it isn't Scandinavian - this type of design reminds me of Belgian and/or French glass, for instance Bayel or Boussu. I have seen some triangular dishes of this size marked Boussu, and some Bayel. The coloured glass parts of those were darker, though, so this might be something else entirely.
