Title: Czech? Maybe Skrdlovice or Mstisov?

This one has me stumped, I've never seen anything like it.  I'm not even sure if it's a vase or candle holder.  It looks Czech to me, and from the colours Skrdlovice or Mstisov spring to mind, but I haven't a clue really. Any help greatly appreciated!

Sorry, no pic of the base yet, but it is completely flat, polished, with a little bit of wear.

Oops, forgot sizes - 3.5 inches tall by 3.25 inches wide.

Not Skrdlovice, possibly Mstisov but I have never seen this. Colour and bubles are OK for Mstisov.
