We really need to see a base picture but my guess would be very modern Chinese or other Asian country or somewhere like Romania

I think these are the same as the ones which are sold in UK charity shops, they do them in deferent colourings some with animal print colouring, there was one on here a couple of months back.

I agree. Chinese cats usually have eyes like these, instead of applied glass. I believe it's a Venetian-style Chinese cat. Many cats with various internal decorations are made in China.

the base of the cats are not like the one shown in the vase pic. :)
