Title: Vase Made in Italy ? Quality Piece

Hi...Just discovered site ~ my first post  :)
Thanks in advance to anyone helping me.
Must say that I don't know glass ~ forgive my dumb questions.

Wondering about the quality of this vase. Anybody able to determine based on maker/label?
I'm also curious about the design technique around the center? Can't figure out what it is/how it was done.
