Title: large dump weight?

Hi, i have just acquired a large heavy paperweight  it weighs 1716 grams and is 5.5 inches tall and 3.75 inches dia.
Its green in colour and has controlled bubbles within. The pontil mark is very rough and unfinished. Lots of ware to the base. Could this be a Victorian dump weight .
