Title: blue tinted specimen vase with regularly spaced bubbles in base

This has also been handed in for Ebay sale - a quality blue tinted specimen vase with a clear base with regularly spaced bubbles.   It feels like a quality item, and is good, heavy glass.   The base is flat with marks of use.   It stands approx. 10 in (25.5 cm) tall.    Any help with identification would be very welcome.   KathleenM.
