Your piece looks intriguing, but it's very hard to tell anything from your image - it's a bit small to study.
Is it in two pieces?
Could we please have a good clear shot of the base?
If it's in two bits, are the rims fire-polished, or ground and polished or rough?
What sort of texture is there to the colour of the glass?
What actual colour is used to create the black?
Also, your location on the planet is sometimes a good starting place forlooking for a maker. You can put this in your profile.

Thanks for replying Chopin. I will take some more photos of the base etc and post them. Yes it comes in 2 parts, the black part is the lid. I held up the lid to the light and its a very deep red. The base i think looks like its been Filed. It looks like the yellow has beed put on the inside as it look translusent, if that makes sense lol. i will post some more pics.. Thanks again

From your description of the yellow it sounds like it's been cased in clear glass.
In all liklihood, it was made be gathering yellow enamel bits or powder on the first blob of glass, blowing it a bit, then putting another thin layer of clear glass on the outside. A close up of the way the enamels look can be helpful.
You say the base has been "filed" - this sounds like it has only been ground roughly, not polished smooth.

I saw a what they called a Profile Jar on a website. It was yellow with a Black lid. They described it as circa 1950's by a maker called 'Empolia'?. The lid on the Profile Jar was an identical shape to the lid on my Piece. Dont know if that could mean anything?.

Empoli is an Italian make of glass - mostly mould-blown pieces - those great tall coloured bottles with stoppers that have the same sort of texture as the bottom, circa '60s - '70s. Just pop Empoli into the search engine here, and you'll get loads of examples.
I somehow don't think your bit is by them. I have a clear flat bowl with a pale green lid, a similar sort of shape (in general) to your lid - it's made by Leerdam. We need to wait for somebody who knows more than I do about this sort of thing.
I think the shape of your base bit is unusual, the colour combination is lovely - but unusual.
