Title: I need help ID glass piece

It consists of 2 pieces. The dish looks like a salt celler and hollow barrel (maybe for water). I never have seen anything like it before and need any help I can get to ID it. Country of origin, maker, what it is supposed to be used for, circa? any information will help.

It's a stamp or envelope wetter I think. I'm sure I've seen similar things in bakelite at post offices (not recently).

Christine's correct. Water in the dish and roll the roller round wets it, lay the stamp on to wet the stamp and stick it on your envelope. Later replaced by those little sponges. Now rendered defunct by self-adhesive stamps.
