I quote from the auction:
This is an opportunity to purchase a rare and unique item. It is a glass paperweight, manufactured by the world famous Caithness Glass company in Scotland. It was produced by the company in 1986 to mark its Silver Jubilee and was designed and made by Peter Fuin, a master glass-maker with company. These were only presented to the employees of the company during its Silver Jubilee year and were never sold to the general public. This one is in first class condition and is full inscribed on the base.

Well - depends, what you are looking for:  it is certanly special in the sense that it was made in small numbers for a special internal celebration, and not for sale.

Whether you like the design is a completely different question, and a matter of taste: if you don't like it - don't bid >:D.
It's a bit like other memorabilia, I guess - some people collect them even if the design occasionally is not the most exciting.
