Title: Libby glass?

Saw a similar decorated piece on ebay a while ago but you know how every thing there is always right :spls: this is 4.5 in's high with a polished pontil mark and crackle finish around the base,any ideas please :huh:

My suspect would be Stevens and Williams/Royal Brierley
