I have recently aquired this and have done research and believe its by Richardsons about 1900, what do you think?

Looks like a Richardsons, early 20th century.

I think the Richardsons idea is most sensible.
The outer 'propeller' cane is found in a number of inkwells attributed to Richardsons.
An outside possibility and alternative manufacturer could be Walsh-Walsh.

Thank you very much for the input,the identity is heading to the Richardson, unless anybody knows differently. Old english weights and related are not too well documented as of yet but one or two people are working on the subject.
