Title: 1920s amber over white condiment set. Japanese? Maker?

I say 1920s because I found a Noritake porcelain set with exactly the same fittings (and also the same two pieces) and a 1920s backstamp.

The set is quite small: 2.75 in to the top of the knob. The fittings are EPNS and fixed on with plaster of Paris. The white is nice and opaque. Could they be Japanese? What does anyone think?
