Title: Help with ID and technique

mmmmmm something my friend acquired recently and asked me to ask you guys about it.  Stands 13".  At first glance it looks like the outside has been coated in white glass and the pattern cut out, but look a little closer and it almost looks handpainted although I am pretty sure it isn't, just has that look to it.   On closer inspection it looks like two layers of glass.  I can't work it out :P  any ideas anyone?

It's enamelled with white over something else to give a raised effect.

We don't see a lot of cameo on here - but to me that is Cameo, not raised enamel. The giveaway is on the bottom...
