  Need help ID'n this one! Is it rare?  what is the value?

It is not a paperweight, as such, but a sweet (English term) or candy (US etc term). These are usually sold in multiples as decorative items to be placed in dishes. Versions from China are all over the place. A single one of these has virtually no value at all.
