Title: Opaline Pink Depression (?) Glass Pedestal or Dish with Birds

I'm hoping somebody can identify the maker and vintage of this piece.  As well as its intended function, and if it's missing something.

Dimensions would be of great help in understanding what its purpose might be.  Standing on my head, the "birds" look like leaves.  Any possibility that you have photographed it upside down?

Its not upside down, its a Houze "Marion" bird bath pin dish & Houze made ton of these in black, pink & green. Frankly I always thought the birds looked more like seals than birds. Ken
