Title: Conical white swirl signed?

Hi, this conical p/w has a white spiral seated on a bluebase encased with clear glass. It is signed but cannot read the name. Flat polished base , just under 2.5 inches tall and 1.75 inches dia. Any help with artist and year would be great.
