This was a wedding gift to my parents in the early 1950s, a beautiful small vase from Daum.
I have a book on Daum (in French) and it has a similar vase illustrated (same decoration but different shape). It describes it as a 'multilayered blue glass with white blobs, acid and then wheel cut'. The flowers and buds are "plaquettes", can anyone translate that last bit? They look like snowdrops but my botanical skills are limited.
What a wonderfully florid signature!
Design looks to be 1904, height around 17cm or so.
