Title: Depression Vaseline Glass Ruffled Optic Small Vase (?) ID = Morgantown 'Optic'

I'd appreciate any help identifying this vaseline/uranium glass vessel, with optic pattern and ruffled rim.  Very thin walled, delicate piece.  Is this a vase, or something else?
