Title: Fish Shaped Glass Scoop?

Is this a scoop for something or just ornamental, and any idea on maker please?

Spoon warmer, not the brass one though, lip is too low.

You have one at each place setting or larger one for sharing. A little hot water is put in and then the spoon. I used to know why they were needed but that useless fact seems to have dropped into a black hole in the grey matter. They are mostly, but not always fish or shell shapes. Glass is less common than pewter, silver and ceramic - probably because you could put much hotter water into them than you could glass ones.
