Title: Weird figurine assembly... marriage?

This looks so bizarre, but would anyone make such a marriage or could it be original?

which bit looks like the marriage?  The blueish base with the frosted clear figurine or the weird hanging handle sticking out of the head?  I guess it was supposed to have something hanging from it maybe?

Her head looks as though it has a head-dress ring type thing on top as though she would have originally had something on her head.  I do think the base is a  match, why would you have a clear blue base with a white frosted glass figure? 
I wonder if she may have been a lamp at one point perhaps? or a candlestick made into a hanging baskety thing?
Or that she was as is, but would have had a matching base and a hanging basket off her metal thingy - but actually I think then she may have easily fallen over?

Perhaps this is one of those times where Sue's aversion to the word 'rare' comes into it's own  ;D
