Floral slumped plate with signature PKG 'OO. anyone familiar with this one?

Gosh Ivo,  that is beautiful,  is it hand painted or is all the colour in glass?

all colour is in the glass; it seems to be a delicate painting in enamel colours and has a fair amount of air bubbles as well. The top of the plate is smooth, the underside is textured. So perhaps pressed rather than slumped. (he said, stumped).
