IMHO, this looks to be glass over ceramic....I think.  It has droplets, dabs, squiggles of colors on the glass.  Kinda retro (and Funky) looking.  Possible Mid Modern Design?  It is 9 inches wide, by 2 inches high.  Looks to say either LH, or TH, or JH   on  the back.  Not sure what this would be called -- but it is glass on top (not a resin plastic) onto of what looks like pottery.

Any ideas?  Or just a studio piece that we will never know.....but Funky (http://serve.mysmiley.net/happy/happy0117.gif)

Was/Is/Can ?? Glass and ceramic be put together?  Is there a name for this?

Almost certainly all glass. It is fused glass, very cheap way into making art glass. Drops were probably made at the lamp and laid on before fusing. While it is possible to fuse glass to ceramics that would be beyond most fusing studios.
